For the majority of us who pay electricity bills, there is supposed to be a state-appointed voice in the regulatory process representing the views of ratepayers – the consumer advocate.
The very title sounds like they are on our side, looking out for us, helping the little guy. There is a history of consumer advocates who have done just that, and today, most of the mission statements for state consumer advocates read similar to the one for the state of Iowa:
