Why Does 'Bam Want to Out-China China?

It was no surprise that energy and climate change featured prominently in Tuesday's State of the Union speech. The President devoted an entire section of his address to these topics, leading into it in a very upbeat way: "Now is the time to reach a level of research and development not seen since the height of the Space Race."
